윤평중 한신대 교수가 며칠 전 ‘문재인과 추미애의 도둑 정치’라는 칼럼을 썼다. 정권이 공권력을 특정 패거리에 종속시켜(subordinate the governmental power to a certain clique) 나라를 사유화하고 영구 통치하는(privatize and permanently reign the country) 지배 체제 수립을 꾀하고 있다는 요지였다.
정의·법치·민주라는 공공 자산을 약탈해(plunder the public property) 대중 독재를 정당화하는(justify the popular dictatorship) ‘도둑 정치’를 자행하고 있다는 것이다.
‘도둑 정치(kleptocracy)’란 정권을 이용해 국가 자산을 무단으로 도용·전용하는(appropriate the assets of the nation)
행위를 말한다. ‘klepto’는 ‘도둑, ‘cracy’는 ‘통치’를 뜻한다. 말하자면(so to speak) ‘도둑들에 의한 지배(rule by thieves)’
라는 의미다.
일반 대중을 희생시켜가며(at the expenses of the wider population) 지배계급의 정치 권력과 부를 늘려가는 작태를
지칭한다(refer to their conducts).
‘도둑 정치’는 다음과 같은 특징(following characteristics)을 갖고 있다. 권력을 쥔 자들이 국가 자산을 마치 사유물
(private possessions)인 양 제멋대로(at their own discretion) 부린다. 그러면서 그런 절도 행위를 서서히 제도화한다(steadily institutionalize the theft).
공직을 악용한다(make wrong use of their official position). 부정부패, 결탁, 정실 인사를 통해 정권을 유지하는 데
(stay in power through corruption, graft, collusion and cronyism) 공직과 공권력을 동원한다.
짐짓 정직한 척한다(deliberately pretend to be honest). 그렇게 선량하고 순수해(be good-natured and innocent)
보일 수가 없다. 실제로는(in reality) 걷잡을 수 없는 탐욕(rampant greed)으로 온갖 부조리에 개입돼 있으면서
(be involved in all sorts of irregularities) 목에 힘주고 얼굴 치켜들고 다닌다.
국민과 기업에 엄청난 세금이나 재정적 부담을 부과하고(impose a massive tax or other financial burdens on the public and enterprises), 국가 재정을 마치 자기네 은행 계좌(their own bank account)처럼 여긴다. 미래 세대의 훗날은 아랑곳 않고 오로지 정권 재창출을 위한 인기 영합주의(vote-catching populism to regain political power) 용도에 마구 퍼붓는다.
‘도둑 정치’를 차단하는 데는 정권에 대한 견제와 균형을 유지할(maintain checks and balances on political power) 국민의 철저한 감시와 행동이 절대 요소다. 윤평중 교수는 칼럼에서 “민생(public welfare)엔 한없이 무능한 정권이 절대 권력 구축엔 거침이 없다. 정의를 참칭한(assume the title of justice) 대중 독재 망령이 나라를 통째로 훔치고 있다”고 일갈했다.
